If the safety assessment is being done after process design stage, there will be lesser opening to change the conceptual design. Hence, this paper will explain the safety assessment at preliminary design stage where, the freedom to change the conceptual design is high. To assess the inherent safety level at preliminary design stage, Process Stream Index (PSI) which is the new inherent safety index is used.
